The Palm OS Emulator is an amazing piece of software that more or less completely emulates an operating Palm Pilot. Palm and most licensees reissue this GPLed software with enhancements to support almost all Motorola DragonBall based PDAs which run the Palm Operating system.
Each Licensee that provides this to the public provides a way to download ROMs that will allow a developer to emulate the given devices. Usually this will involve signing licensing agreements and sending them back to the Licensee.
There is unfortunately no Palm OS emulator for Palm OS version 5 and above. Instead, PalmSource? provides a "Palm OS Simulator". It is a windows program that simulates the Palm.
